Busy Tuesday for Gadsden government: council, commission, cemetery board and an absentee deadline

Four things happen Tuesday, Aug. 18, in Gadsden and Etowah County government. The City Council meets at 10 a.m. The County Commission holds a regular meeting. The Forest Cemetery Foundation meets. And it is the last day the city clerk can receive an absentee ballot application by mail.

Tuesday is a busy day for local government. Here is what is on the calendar and what is still unknown.

The City Council meets at 10 a.m.

The agenda for the Gadsden City Council meeting was posted Friday afternoon at 2:43 p.m. The meeting is set for 10 a.m. in council chambers.

The clearest item on it is a public hearing on an alcoholic beverage license for Clover on Court, LLC, at 124 Court Street in District 3.

That address is not a new storefront. Clover on Court is an operating restaurant downtown, listed in the GadsdenThrive business directory and known before its name change as Harp and Clover. It serves Irish and Creole food and is open six days a week.

What the agenda does not say is why the license is coming before the council now. A name change can require a new license. So can a change in ownership, or a first request to serve alcohol, or a move to a different license class. The agenda lists the hearing, not the reason. That is a question for the restaurant or the city clerk, and it is worth asking before Tuesday.

The rest of the council agenda is routine. Members will consider ratifying payment of accounts for the week of Aug. 7 through Aug. 13. Mayor Craig Ford is set to present proclamations and commendations. The council will then recess to a work session, which is often where items get discussed before they reach a formal vote.

The County Commission meets, but the agenda is not public

The Etowah County Commission meets on the first and third Tuesdays of each month. That makes Aug. 18 a regular meeting date.

No agenda packet for that meeting has been posted publicly. The county’s meetings page directs anyone who wants an agenda to contact County Clerk Stephanie Franklin at 256-549-5300, and asks that requests come in by noon on the Thursday before the meeting.

That means the public has no advance view of what the commission will take up. County meetings can carry road contract awards, jail spending, building repairs, bid approvals and change orders. Those are decisions about public money, and they are hard to follow when the agenda arrives only on request.

The Forest Cemetery Foundation meets, and details are thin

Gadsden City Clerk Jennifer Smith sent media notice on Thursday of a Forest Cemetery Foundation meeting Tuesday.

The notice establishes the date. It does not establish the time, the location or the agenda. Those are still outstanding.

Cemetery preservation can involve public money, historic property and long-term maintenance obligations, so the agenda matters. GadsdenThrive is seeking the full notice.

Tuesday is also an election deadline

Tuesday is the last day for the Gadsden city clerk to receive a regular absentee ballot application by mail ahead of the Aug. 25 municipal election.

If you are mailing an application, it needs to arrive by Tuesday, not be postmarked by Tuesday. That difference matters.

Other dates to know. Aug. 20 is the last day to apply for an absentee ballot in person. Aug. 24 is the deadline to hand deliver a completed regular absentee ballot, and also the deadline for qualifying nonmedical emergency applications. Mailed ballots must be received by noon on Aug. 25, election day.

What to watch

Three things are worth following on Tuesday.

First, whether the council hearing on Clover on Court produces any explanation of the license request.

Second, what turns up on the county commission agenda once it becomes available, particularly any spending or contract items.
